Greetings Everyone;

Summer is well upon us, and things are busy as always. Several big things have happened since the last Revue - new tourneys, new Havoc, new strat and bid department, and new web site upgrades. For full details on what the changes entail, please read the Stats & Log post later on in the Revue. With the upgrades done, that now leaves us open to plan our next changes for the web site. The Legislature is currently working on a new front page for the site, and we're working updating some of the pages that haven't been worked on in a while (If you haven't noticed already, we fixed most of the broken links on the Downloads Page). So if you have any suggestions for things that we should do next, odds are it will be something with the dice roller, just drop me a line, and I'll add it into our discussion.

I'll keep my introduction short, but I just need to make one final plug. The convention is taking place the weekend of August 1st-4th in Edmonton, Alberta. We have already received several replies of people who are attending. If you are interested in attending, or for more information, just send an email to either myself, Peter (Boromir), or Alan (Spud).

Senate Reports

In case you haven't noticed, I have been trying to stay in the background as much as possible lately. While I was involved with the upgrades to the web site, I want to give full credit to Eric for getting this first set of upgrades completed.

I would also like to say that there were MANY problems with our scripts and our data which came to light during this first set of upgrades and server transfer, things which we were blissfully unaware of when having kept everything together by volunteers. It was only through the scrupulous work of the programming team we contracted with and the meticulous attention to detail that Eric brought to the table that we are able to have a solid reliable (and professionally maintained) server at last.

I will continue to stay on and serve as the resident old fuddy duddy until I simply can't spare the time - and might even start playing again ... outside of the Convention of course!

On news from the Senate, we lost Highcmmdr (MIA), and haven't decided upon a replacement position as of yet - that should be addressed by the time of the next Revue.

As I begin to end my tenure as a government official I would like to reflect back on all those members in the past who has given more than their fair share in contributing their time and efforts into the club making it as great as it is. I have been serving as either "IAAPA Mailman" or organizer for a little over three years and have been a happy member ever since the December of 1996 from the days of AOL HQ until now. I played 199 GREAT games. I'd like to especially thank Stimpy, micwil, HoganS, Philioshpher-King (Crazyfust), reddwarf and of course AxisSpec (keep that board setup up there).

Now to the business at hand; all mass mails have been sent without a hitch. The database changes are occurring.

Since the finishing touches are being done for the new server move, Micwil may have come out of hiding, so I just may be able to get the new Handbook out and revised. It will have some pretty cool features and will allow you to find the item of interest with relative ease.

I would like to welcome Alan(Spud) to the Supreme Court. He has accepted my offer as one of the appointed Justices. Alan has a solid understanding and knowledge of the game and will make a fine addition to the Court. Welcome.

There has been a lot of discussion lately about Error Correction. I have written a short piece for the next issue of the Havoc, so I will not repeat
it here (with the exception of the ruling below). However, I do encourage everyone to read it as it gives some clarification as to what a Sender Error is supposed to be and some insight on how these types of rulings are made.

There was an interesting situation that recently occurred. It involved a Sender Error of an armor blitzing through an empty territory and then on to
another battle. But there actually was an infantry in the first territory. In situations such as this, the error is considered to be in the first territory and the attacker would have the option of making the attack one armor versus one infantry, with the second battle being ignored, or if the attacker chose
not to fight then it must sit idle in its territory of origin.

Hello Again;

The long awaited server move has now been done. With it has come some changes. To view the new ranking and rating requirements and rewards, visit http://www.axisandallies.net/public/faqs/part19.html. Many of you have seen the changes that were made already, as the changes that were made were then ones that I asked people to vote on. Some of the other changes that have been implemented are:

To date, there have been 10998 gamestarts.

As for logs, they keep flooding in, but are up to date. A huge batch of logs should be going online within the week (around 1500 or so). If you need a log, and it isn't available on the web site, just let me know, and I will send it to you. The same goes for gamestarts.

I was chosen as Minister of Members following the Spring Legislature elections. Things are going fine now. We've finally sorted out who is going what job, and recently added Wrec_it to the Legislature (welcome back). So far we've had only a few major items (slow and steady) including, re-appointing Molotov_Cocktail to the Supreme Court, a discussion on assisting or taking over spam patrol on the main IAAPA web site inbox (Micwil estimates 95% of incoming stuff is junk). Current items include potential rule revisions, the membership kit concept, and the new web page front. We will soon be adopting a new Legislature SOP which should streamline our operations. A further matter of some concern and ongoing attention is communications with the Senate and Executive. We do not feel there is enough timely communication of important matters, and will be working to insure this is corrected and the shroud of secrecy is lifted more often. As the membership elected representatives, we feel we need to be kept in the loop to a greater degree.

We currently sit at 194 active members, and seem to undulate around a steady state of about 200 members. We have had a few stars from the past come back to the fold recently...welcome back Vagrunt, Abn_Ranger, and AbuMulch.

The recruiting office will be sending out more renewal reminders. If you dues are coming up for renewal you will receive a notice 1 month in advance, with weekly reminders as the date of expiration approaches. Members that I can't contact will be posted on the BBS under the "Lost Contact" section, so please check there periodically if you think you dues are coming up (or better yet, email me directly at recruiting@)

Fellow members!

I am glad to present you the latest news from the tournament office. After a long absence the Battlefield Revue. a famous e-zine first published by my predecessor, is back. You will find it in the e-zine section and I am sure there will be a mass mail giving you detailed information how to get there. I hope you enjoy it!

The next matter of note is the upcoming Summer Open, which is scheduled for early July. Soon you will get the invitation for this event and I hope to see many members sign up. The Summer Open has traditionally been the biggest tournament and I would like to see the membership continue this tradition.

In August the annual interclub tournament against DAAK, the German / European A&A club will be held. Last time they defeated us. This shall not happen again, right? When the call to arms comes everyone should stand up to defend IAAPA's honour in this tournament!

Finally, there has been a request from the membership to hold a Russian Restricted tournament. This tournament would be based on the gentlemen's agreement not to attack with Russia on turn 1. Accordingly the bids for these games should be lower than usual. If you are interested in playing such a tournament send me an email. The minimum number of players required for this event is 16. Sign up now!

Sir,
Department turn over and acclamation is going according to schedule. Operation "Radio Free Europe" is going as scheduled and the first edition will be ready for release on July 01, 2003. As discussed in prior correspondence "Radio Free Europe" will have articles written by experienced IAAPA members on strategy topics ranging from basic tactics, to advanced tips from IAAPA Generals. There will also be a section devoted to Tech, Bidding, and Variants.

The next step that the Strategy department will be taking on will be to revive the Strategy Chat sessions originally created by Polaris. The final details are still being worked through but we expect them to be ready for launch by August 01, 2003

At this point I will address the Variants. There has been a call from the membership for IAAPA to address the Russia Restricted game option. The Bid Package Department will each month be releasing a new "Bid Package" and for the first month it has been decided that simple is best. So the bid package of the month for July will be 2d edition games utilizing the Russia Restricted rule set. As discussed in prior correspondence to help promote these Bid Package games the Bid Package Department will utilize a new Ranking Data Base that will be posted for the members to examine and to track their progression through their rank and rate similar to the standard IAAPA Rank/Rate Data Base.

I have also contacted CruzyBeerzMan who has been developing the M10- 5 player games and we will be promoting these games under the Bid Packages banner. CruzyBeerzMan now has the title of Assistant Bid Package Officer in charge of M10-. I am also in contact with Reddwarf, the IAAPA CT Director, and in the future we hope to be able to work together to help promote all facets of A&A Variants together.

As Strategy and Bid Package Officer I also serve as a member of the IAAPA Legislature. In this capacity I have been busy getting up to speed on the processes within the Legislature. I am hoping that the items that we are working on will develop into meaningful legislation that will help the club for years to come.

Greetings fellow warriors!

It has been some time now since I have been active in my role as your IAAPA Herald and you have my apologies. The forecast for my increased activity in the coming months is very favorable.

Do not despair at the lack of "Snapshots in Time" as we will have "Snapshots…" from ALL of the IAAPA's existence. I don't expect that I will be able to provide commentary for all, but I am sure that I will be preparing a look back at the ranking ladder from the past.

Most recently I have been putting together an extensive rewrite of the way that errors are handled while using the PBEM format. This task originated as I was formulating a rough draft to change the NCM after error rule. The basic plan is to create a comprehensive set of guidelines to follow to correct errors that occur during the play out of a game. Once this draft is complete, I will be presenting it to the Legislature for discussion and possible approval.

I would like to take this time to personally welcome Eric (Wrec_It, Rotcefed) back into government. He has lit a fire with his enthusiasm and his plans for the future of the IAAPA.

There are plenty of new items that are making their way to the floor of the Legislature, and I am looking forward to hashing it out with the rest of the Legislators.

Greetings fellow A&A players,

Hi, i'm RedDwarf, designer of the IAAPA Team Superleague (ITSL), former Minister of Tournaments and past club President. As a player and govt volunteer i've enjoyed many games and good times at the IAAPA and as the newly appointed Chancellor of CutThroat (CT) I want to help provide members with as much bang for their buck as possible and for me part of this is to provide you, the member, with a range of enjoyable gaming experiences that will keep you coming back for more.

An example of this "gaming experience" I actually proposed many months ago is bid packages. Its great to see Eric (Wrec_it) take the ball and run with this idea as I think that it has great potential for increasing the enjoyment factor of IAAPA members (see my comments on Bid Packages further on in this post).

As Chancellor of CT I plan not only to reopen cutthroat but also introduce a stable of variants and provide a support structure to maintain them. The outline of my plan is as follows:

(1) Strip CT back down to the basic concept then rebuild the rules. This can only be done with the help of players providing their input. I will be looking to enlist the support of past CT players. Anyone else interested will of course be welcome.

(2) Maintain a record of all games played (Incl results and perhaps a description) and a player ranking list. These records will be kept on the CT forum on the BBS and in effect will be a manual Database (Db). This would be done for any new variant introduced into the club until such time that a move is warranted, such as a large growth in popularity.

(3) Develop annual tournaments for each variant.

(4) Investigate other A&A variants and related games. I am currently looking into a game called Crucible which while it uses its own map, totally unlike the A&A map, it is still related to A&A because it uses the same turn phases and units and their attack, defence and movement values.

Further down the track.....

Three future goals that I will investigate is (a) Provide dice roller support for variants (b) Development of a custom map utility for A&A variants such as cutthroat (c) a second automated Db

(a) Investigate to what extent the dice roller can be modified to accomodate variants. One idea could be to enable the dice roller to accept conditions (ie - 2 hit BB) and units in which their att/def values have been customized by the player.

(b) I have been very impressed with MOT's Mapview utility with which I am currently using to play Crucible. This powerful utility eliminates the need for players to type out their turns as it can all be done by using the mapview features. In the Crucible game that I am playing, 6 players have completed four rounds in little over a week, an impressive rate of turn output!.

It is my understanding that the IAAPA does not keep the mapview utility in the downloads section of our website because the A&A map module that mapview uses is a scanned picture of the A&A board thus a breach of copyright. However if we used a custom made map for use in a variant module then I believe that it would then be accepted into the downloads section. (NOTE FROM IAAPA LAWYER: You are correct, diminuitive down-under dweller).

(c) See my comments on Bid Packages below.

Bid Packages

When I proposed BP's the intention was to provide IAAPA players with alternative bids that were way outside the usual bidding range but which still provided a balanced game. I imagined that the club would offer a proven stable of bid scenarios that because they had been "rubberstamped" and tested by a variety of players members would feel confident of using them.

Bids would be in the 30-40 ipc range involving expensive naval and air units and would breathe new life into the game even for the most jaded seen-it-all A&A veteran.

For this very reason I think that BP's and variants are both important to the club to help maintain players interest in the game. In my discussion's with Eric he understands this and in his own words the sky is the limit.

Lastly I would like to mention a goal of mine which is to introduce a second automated Db, this one for variants and bid packages. If this could happen then bid packages could be expanded to include further conditions (i.e. - the removal of allied units for instance) thus create many possiblilites for developing the game.

In the last six months, since the last Revue, I’ve answered over 100 questions from new members, from old members, from people considering joining, or from people popping into the web site and simply asking about how to get the board game or the CD or asking general questions about Axis and Allies. I also send out a congratulatory message to all those who have passed the final hurdle, encouraging them to join. By my count, there have been about 150 of them since December. Please contact me if I can be of any assistance.

So far I have tried to contact all new members back to 11/02 who had not played a game or had played only one or two games and were currently not active. I heard back from some of these guys and have tried to help a couple of them make the transition from CD play to PBEM play, although I'm not sure if they will. I have successfully converted one CD player to PBEM and am playing a mentor game with him at the present time. A few other folks responded that they were CD players and were not interested in PBEM because it is too slow. Many others didn't respond at all, although I think I'd put most of them in the CD player catogory as well.

I have also sent a note to all new members that have joined since I took office and have assisted some of them with map utilities and general questions on the dice server and member services sections of the site.

I am planning to continue contacting new members as they join and assist them if I can. I will also continue to monitor recent members to see if they stay active, and try to contact the ones who aren't to make sure that they don't have any questions or concerns that are keeping them from playing.

Well, after volunteering for the empty position, I was working on getting myself re-nominated to the Supreme Court, but that was taken care of by the good folks of the Legislature... ;v) Over the next few months, I plan to search the World Wide Web to find other Axis and Allies pages and request links on those pages to our site, get new members to join the Association, build positive relationships with other A&A sites, promote IAAPA, and ensure a steady stream of new recruits! I also plan to foster interesting debate within the Legislature as we seek to improve the club, and make sure the new server that lists me as a GEN* is put up quickly!
