April 2001 Armchair General's Revue Our esteemed President

April, the fog on the ground hugs the beaches as the U-Boats slip out of their pens. Could this be another "Happy Time"? This is the time of year when air operations are difficult, and Armor can move safely across the European Landscape. Yes it's time for Spring Offensives..........The long winter of rearmament is over and now it's time to unveil the latest additions to your War Machines.

From the President's Desk:

Registration is open for the Annual Convention in New Orleans this August. Be sure to check it out on the Site. The competition will be fierce, as bonds of friendship are renewed, and new ones made. Be sure to e-mail convention@REMOVETHISaxisandallies.net to advance register or ask questions.

  Comfy Chair

The T-Shirt Project is finally moving forward again. The Long awaited release of the IAAPA Logo Shirt, the 3rd annual convention Shirt, and the 5th annual T-Shirt will be ready soon. Look for them in the Supply Depot soon!

Now for a few words from our hard working volunteer government members.

Senate Reports

REPORT FROM THE PRIME MINISTER - Michael (micwil) - webmaster@REMOVETHISaxisandallies.net

Things are fairly quiet in the Senate at the moment - no major changes to report. We have appointed a Chancellor of CD-ROM Issues - Abram (Soljourn), and the new Minister of the Members is Robert (Highcmmdr).

We also have removed the Chancellor of the Academy, as the Academy is no more.

That's all I have to report in the last month.

Michael

REPORT FROM THE MINISTER OF COMMUNICATION - Gil (Tusk) - who@REMOVETHISaxisandallies.net

Hello Fellow Warriors,

Spring has arrived and changes are in the air. I am in the process of taking over as a "Postmaster General" in which I will be sending out most of the club mailings. (Those who have played me know that this is the ONLY General I'll ever be :). My intention is to spell check and 'professionalize' the mailings. The new IAAPA Legislature has arrived. There are still some vacancies and volunteers would be very helpful for YOUR club. Here is where you can find who is who and what offices are still open:

http://www.axisandallies.net/public/govt.html

If interested in volunteering please e~mail me at: who@REMOVETHISaxisandallies.net

Yours Respectfully;

The Communications Officer; Tusk

REPORT FROM THE MINISTER OF INTERNET OPERATIONS - Michael (Micwil) - webmaster@REMOVETHISaxisandallies.net

Not too much has been happening on the web site lately...here is a quick summary:

1) The ITSL pages are complete - check them out and the cool logos designed (usually) by Silex.

2) The site has been performing perfectly, with no down time with the exception of the brief problem period we had due to name servers. In addition, we hope to start improving things that all members can see (as opposed to all the work we have been doing lately 'behind the scenes' of which many members are unaware).

Michael

REPORT FROM THE MINISTER OF LAW - John (JohnPin569) - law@REMOVETHISaxisandallies.net

From the Law Office...

Scales of Justice Greetings Fellow Warriors,

I hope everyone had a good Easter Holiday.

I'd like to discuss a couple of procedural issues this month.

First, let's talk about game finishes. When a game is completed, regardless of the means, the winner is to submit the game finish report. Ideally, this report should be submitted as soon as the game is over, but in no event should it exceed 7 days.

This is a very liberal time period and there should be no reason for it to take any longer. It has been suggested that players may be intentionally withholding game finish reports in order to manipulate their rating and rankings. It will be considered a Code of Conduct violation if a player does this to fraudulently manipulate his rating.

The second issue concerns folks who use the McD board. Regardless of whether you use the McD or the board you must submit all phases of the turn via text e-mail. The purchases, combats, non-combats, etc., must be sent to your opponent. You cannot simply send a copy of the McD file and leave it at that. The reasons for this should be obvious. It would be easy to "slip" in an extra unit or two in a stack, be it intentional or not. There would be difficulty in resolving disputes. Your opponent has nothing to go by to double check your moves and you need them for the submission of the game log. It is perfectly acceptable to send a copy of the file but you still must send the text.

Well, that's all for this month. I need to crawl up in the attic and retrieve my extra boards in preparation for this year's Con. We're excited about the hotel setup and the great rates that TV was able to get for us. We have plans for several interesting outings. Stay tuned for more details in the near future.

Take care.

John

REPORT FROM THE MINISTER OF LOGS - Eric (Raist) - logs@REMOVETHISaxisandallies.net

1) All logs are current as of 03/31/01. If you have sent in a log prior to that date, resubmit it, as I do not have it. The logs may be more current, but that date is what I am going to guarantee for now. Furthermore, those logs should be viewable as well.

2) For those looking for strategy on other players, and not finding logs. Two points:

a) If it says that there is supposed to be a game log, but isn't, you can email me at logs@REMOVETHISaxisandallies.net and I should be able to supply you with that log.
b) If you are looking for bidding patterns of an opponent, look to point a, or if the game number is 8361 or higher, email myself, and I will supply it.

3) Please send only 1 log per email. If you have 4 logs to send me, send them in 4 separate emails. Trust me, it is easier that way.

4) Please send logs relatively close to the time the game ends, instead of waiting and doing a bunch at once. Other than that, the logs have been good.

REPORT FROM THE MINISTER OF MEMBERS - Eric (Raist) - logs@REMOVETHISaxisandallies.net

I would like to welcome Brian (Sephorin) who will be handling the new ITSL (Team Play), Abram (Soljurn) who will be handling the CD-ROM play issues and promotion, and Jeffrey (Stimpy) who will be handling Quality Control for the Association. These three are new members to the Legislature and will join returning members Phil (Herr_Schmidt) [Help Desk], Robert [HighCmmndr], Gil (Tusk) [Senate Rep], and Olyn (Sohoha) [Squire].

I would also like to congratulate Robert (HighCmmndr), who is now the new Minister of Members.

Finally, I would like to thank the Legislature for their work that they have done in the last 6 months. It is greatly appreciated.

REPORT FROM THE MINISTER OF RECRUITING - Alan (Spud) - recruiting@REMOVETHISaxisandallies.net

Greetings from the Recruiting Office.

Last few months have been a bit slow, which I attribute to the ever so slight disruption due to the server move in March. We had 36 new recruits in March with 6 enlisting full time...welcome gudmanmod, Nemo, Wrec_It, strategicspock, and Jingikan, as well as a returning members von_Runstedt and Jester.

April saw 32 new recruits pass the hurdle, and 6 of them stayed on...welcome to El_Corsarios_Ymir, PipPopsRising11, PNP, V2, SCOTTSMAN, and BlueLightning. As well, the big news for the month was the return of an IAAPA legend...welcome back NobleKnt.

Hopefully, May will be even better.

Spud Minister of Recruiting

REPORT FROM THE MINISTER OF TOURNAMENTS - Warren (Reddwarf) - tourneys@REMOVETHISaxisandallies.net

Hi IAAPA members,

Greetings,

I would like to bring to your attention the problem of slow gameplay in our tourneys. While adjudication does keep the tournaments running more or less at a consistent pace it does not address the problem as it is occurring.

It is up to each player to ensure that their tournament games are played without any needless delays. If your opponent persistently delays your game without a valid reason then you are entitled to go through the forfeit procedure (see the IAAPA rules section on the BBS). This is for your own benefit as the adjudication process does not take into account an opponents absence but only the state of the gameboard and a players game strategy summary.

I have to inform you all of the closure of the IAAPA Academy, while this was a worthwhile concept certain problems that cannot be overcome in the foreseeable future has forced me to close the academy doors.

The two existing Academy classes (BOFC 1 and 2) will be amalgamated into one tournament, the Baptism of Fire Challenge Trophy. This tournament will be held annually and in future will be expanded to encompass all non officers (MSGT to Rookie).

My last item of discussion is the Rumble of the Ukraine. This is not an official IAAPA tournament and as the other tournaments already provide an ample workload I am in favor of scrapping it unless someone else is willing to step up and take over the running of this tournament. This would involve creating and maintaining a bracket HTML, contacting participants regarding game numbers, pairings and results. If anyone is interested please contact the tourney office.

That's all from the tournament office this month good luck to all players participating in our latest tournament the 2001 Spring Classic.

rgds,
RedDwarf

REPORT FROM THE CHANCELLOR OF ADJUDICATION - Peter (Boromir) - adjudication@REMOVETHISaxisandallies.net

Greetings:

Since beginning this job in November I've had but a few few adjudications to deal with. So far they have all gone smoothly. Generally from the time I receive all the info from the players involved to submitting a response to RedDwarf (as Tourney Chief) takes less than 48 hours. More often within a day. Kudos to my efficient team of adjudication panelists. Thanks guys!

A couple comments when submitting:
Exclude personal references (i.e. your name) as I will just edit everything to "the Axis" and "the Allies" rather than Bob and Doug or whatever. When summarizing, it might be advisable to proof your work (which do not do except the above mentioned name removals, as well as some basic typesetting when things are amiss), and assure it is brief, intelligible, and hopefully logical. Ya never know what a grumpy adjudicator might read into a long winded sloppy missive. Just something I might consider having an impact. Whether it does, I can't say. These guys are doing their best to to form an opinion on everything sent to them, which is the map, and the written bits.

That's all for now. I'm off to shovel some more snow (hey - we are down to less than 5 ft in town!) and set some fresh polar bear traps (the caribou don't migrate this way until June, and man, are we hungry, eh!)

Pete (Boromir)
Chancellor of Adjudication

REPORT FROM THE CHANCELLOR OF CUTTHROAT - David (Starchild) - cutthroat@REMOVETHISaxisandallies.net

Hello IAAPA members,

NO SUBMISSION

REPORT FROM THE CHANCELLOR OF MENTORSHIP - Eric (Raist) - mentors@REMOVETHISaxisandallies.net

The mentorship program is still running nicely. Since last Revue, 11 new trial games have started (34 total), with 22 new recruits taking advantage of the game.

For anyone wishing to join up as a mentor, or as an opponent, feel free to contact me at mentors@REMOVETHISaxisandallies.net.

REPORT FROM THE CHANCELLOR OF TEAM PLAY - Brian (Sephorin) - league@REMOVETHISaxisandallies.net

The IAAPA Team SuperLeague's first season has commenced! We have 12 teams in two leagues competing for two championship trophies. There are also a great many awards to be had for individual excellence. Take a look at the ITSL home page for details, and tune in next month for a report on the game proceedings.

Also, don't forget that we'll be starting the second annual SuperLeague tourney early in the year 2002. Those of you who didn't get a team together for the first round, start thinking about the second one now.

ITSL players: please remember to send your game numbers and game finish reports (along with rating points gained) to me at league@REMOVETHISaxisandallies.net.

Have a great month!

~Sephorin, Chancellor of SuperLeague and Team Play

REPORT FROM THE CHANCELLOR OF STATS - Eric (Raist) - stats@REMOVETHISaxisandallies.net

Greetings:

I was amazed at the fact that no one jumped at the chance to have their record checked (win/loss, ratings, rankings, etc). I'll offer again to check them. I will also be randomly checking them as well this month.

Just for everyone's interest, since last Revue there have been 89 gamestarts in IAAPA - a healthy level of activity.

REPORT FROM THE STATISTICIAN / RESEARCHER - Olyn (Sohoa) - squire@REMOVETHISaxisandallies.net

From the desk of "Squire Sohoa"

The Havoc is back up and running due to the wonderful work of the "Grey Knight". He (with help from others), will be putting out a monthly issue loaded with all of the memorable articles that are worthy of such an excellent publication.

As for me being :The Squire". I will be taking my toll with my biting humour. So all of you Ladies out there, make with the funnies for I will be reading over your games logs looking for those one liners. Also if you have something really funny to share with everyone else in the club don't hesitate to send it to me for publication.

"THE SQUIRE SOHOA"

REPORT FROM THE STRATEGY DEVELOPMENT OFFICER - Robert (Highcmmdr) - strategy@REMOVETHISaxisandallies.net

Works in progress continue as normal on the strategy and tactics page. I took a breather to review a US strategy and submit it to the new Havoc staff at their request. It gives a brief view or look at how our tactics and strategy pages will be developed and formatted. Much of the delays and work is the fact that the formatting, IMHO, needs to be done correctly the first time so that relevant information is easy to find and assimilate.

On the BBS front I read all the strategy and tactics posts but we do have some people who step in and give very solid answers. When I see responses such as these from respected community members, most notably Spud and BlackWatch, I have a tendency to take a 'hands off approach' and simply monitor the board. Occasionally a topic interests me and I'll make a comment on it or if I feel there are areas being overlooked I'll respond but in general I appreciate some of the more experienced players fielding some of the posts regarding these topics. On a side note if you want my specific opinion then you need to mention that in your post as well or send me an email but posting would be most beneficial to all involved.

Finally if you are a higher ranked and/or rated player think about taking the time to contribute a favorite tactic or strategy if you have the time and give something back to our junior members. My personal goal is for every IAAPA member to get his money's worth and to develop thier gaming skills to the highest levels allowed by natural law and genetics :)

Until next month this is your Strategy Development Officer signing off with a request for feedback and information to help our club.

Thanks

HighCmmdr

REPORT FROM THE HELP DESK COORDINATOR - Phil (Herr_Schmidt) - help@REMOVETHISaxisandallies.net

Words from the help desk...

Keeping busy helping out all those new recruits!!!

Thanks to all of you for your patience during the server change! I still have my ears (or is that eyes??) in tact!

Always helpful!

REPORT FROM THE CD-ROM PROMOTER / CD-ROM ISSUES CHANCELLOR - Abram (Soljourn) - cdrom@REMOVETHISaxisandallies.net

Hi everyone.

This is Abram aka Soljourn. I am going to be your next CD-ROM Promoter AND CD-ROM ISSUES Chancellor. From what I understand that the previous Member at Large didn't do much for the last year. So, I plan to be doing a lot more than he did.

I also understand, what I will be doing is helping people with any CD-ROM issues they might have, helping out with the Havoc newsletter, and any other small chores that the IAAPA government needs me to do. This may or may not be correct.

My main responsibilities, however, and I know this is correct, are dealing with the CD-ROM. I am hoping to perhaps setting up some CD-ROM tournaments, for a little change of pace. The advantages of this over PBEM games are that you get to see the game at all stages, and that you could play a game in a few hours instead of a few days.

The drawbacks, however, are that it would be difficult for many to set aside time to play a game of Axis & Allies this way, let alone the same time that your opponent would have to set aside. So, if anyone would like to participate in a CD-ROM tournament, e-mail me.

Even if you wouldn't, e-mail me. I'm always looking for feedback.

And please, if you have a suggestion or some criticism, don't hold it back. I can take it. Really. Hope to be hearing from a lot of you soon.

Abram aka Soljourn

Closing comments:

Address verifications went out with your membership kits in January. Membership kits will be sent out again in May for all new members and those who needed re-mailings. If you were a member prior to January, and didn't receive a kit, your address was obviously wrong in our records. Please update those addresses!

One last bonus for those of you who have read this far - here is a complete list of our current ranks and ratings (so that we can keep track of promotions and demotions from month to month). To see the list, CLICK HERE.
