We have it all for you - news, information, statistics and commentary. As always, I welcome any submissions for this newsletter from club members in good standing. Let's get to it! *** FROM THE CLUTTERED DESK OF THE SGM *** Whew! What a month. I know I have been promising and promising that our club will have a new area up and running. Well, what's new. I'm going to keep promising. It IS coming. The GenCon put a dent in our time schedule since most of the people we normally work with on AOL were vacationing in Wisconsin during that time. Hopefully I will be writing from the new club headquarters as of the next mailing. Board Names: As some of you have noticed, we have changed the titles on our club boards. We now have one News & Information board and two boards for ongoing games. Soon to come will be a folder reserved just for our tournaments. GM's please create your game folders in the game boards so we can reserve the first folder for discussions and miscellaneous topics. Likewise, if you wish to create a folder for other than recording a game, please place it in the News & Information board. I have noticed a slow degeneration of the GM's efforts to keep the game folders updated. Let's take the time to renew our efforts and get all those game folders updated! If the game you are GMing is over, please put a game finish notice in the game folder. This is what you are rewarded the AOL time compensation for. I don't have to mention what will eventually happen if our lack of folder maintenance continues. On a more positive note, our membership continues to grow and the level of competition seems to be increasing. A great job by the veterans and GM's in bringing the new club initiates up to speed. And now for something completely different. ---===Pez Sez===--- Ah the unpredictable vicissitudes of Axis & Allies life! Last time you heard from your dear Rules Lawyer you were promised an official turn presentation guide. Soon Pez began to realize that no such guide was going to appear until the sub withdrawal rules were made truly email functional. Accordingly, he set about writing the FINAL sub withdrawal email rules. While working on said rules, Lawyer Pez was carried into a genuinely lively debate about an obscure piece of the "Classified" Rules Clarifications General Bradley sadistically dumped on us when we weren't looking. So where does that leave us my little minions? For today it looks like an exploration of that obscure clarification is in order. Keep in mind as you read that this pupper went all the way to a full Appeals Court vote and wasn't decided until a DSGM tie break vote was cast! First -- when life was simple: Second Edition Rules page 20: As the former owner of the captured capital: You're still in the game, but CANNOT collect income from territories you still own -- and CANNOT buy new items (all I.P.C.s have been surrendered) until your capital is liberated. Second Edition Rules page 22: *you CAN only collect income if your capital is not captured. Since the Second Edition rules make no mention of *when* the capital must be "not captured" the default reading would be during the normal collection phase. According to Second Edition rules, countries that liberate their own capitals get to collect on the liberation turn. Then -- when life got complicated: "Classified" Rules Clarifications page 4 (title letters added by me): CAPTURED CAPITALS If your capital is captured by the enemy, remember the following: *[A]You lose all your I.P.C.'s. you must surrender them to the capturing player. *[B]Any territories that you still own do not produce any I.P.C.'s for you until your capital is liberated by you or an ally. *[C]When your capital is liberated, you do NOT get back the I.P.C.'s you originally surrendered -- and you cannot immediately collect income, either. After your capital is liberated, either of the following will happen: *[D]Most likely, you will have no I.P.C.'s on your post liberation turn, so you cannot purchase units now! You may, however, collect I.P.C.'s at the end of this turn, and then on your next turn purchase new units. *[E]In the rare case that you captured an enemy capital while your capital was under enemy control, you would collect all the captured enemy's I.P.C.'s. This is the only way you could have any I.P.C.'s on your post liberation turn (since you surrendered yours). With the I.P.C.'s, you could purchase new units on this turn, if you wish. [B] sounds a lot like the Second Edition rule. Capitals do not produce income until "liberated by you or an ally." [C], [D] and [E] however through a real wrench in the works. Concerning [C] -- if you are not allowed to "immediately collect income" it would seem you have to wait a turn. Concerning [D] -- if a country liberates its capital the only way it could have "no I.P.C.'s on its *post* liberation turn" is if it isn't allowed to collect on the turn it liberated its capital. Concerning [E] -- Again we have a "post liberation turn" statement. This leaves us with quite a quandary. Did Milton Bradley intend this clarification to say that for a country to collect income it must *begin* the turn with a liberated capital? (That's all "post liberation turn" really means.) If so one would think they would have simply made *that* straightforward statement. This also leaves us the difficulty of explaining away both appropriate Second Edition rules and [B]. Or did Milton Bradley not intend to change the Second Edition rules. Perhaps [C], [D] and [E] were intended to illuminate what happens when an ally liberates your capital (thus by default making it the "post liberation turn"). Once again, why didn't they say this straightforwardly? This direction we are saddled with explaining away [C], [D] and [E]. In terms of numbers it's equal. We either have to dump the two Second Edition rules and [B] or we have to dump [C], [D] and [E]. Either way requires "active" interpretation. When MB hands you a contradiction any interpretation can be seen as "against the intent of the creators." Either way people are gonna be unhappy. A reason to vote that we should not interpret the "Clarifications" as a change to the Second Edition rule -- in no other circumstances do the "Clarifications" change any Second Edition Rule. Why should this be any different? A reason to vote that we should interpret the "Clarifications" as a change to the Second Edition rule -- Some of our veteran players recall the AC once voting that change was what Milton Bradley intended. It would be bad policy to flip flop on interpretations. Sadly, your Rules Lawyer has no record of such a vote. So what was the decision of the Appeals Court you ask? Must capitals begin a turn uncaptured in order to collect income? Or, must capitals merely end a turn uncaptured in order to collect income? In a tie break 4/3 vote the AC decided "no change" between 2nd Edition and the Milton Bradley Clarifications. Accordingly, add the following clarification to your "official" list: INCOME COLLECTION AND CAPITAL STATUS: Any country that ends its turn with an uncaptured capital collects income. ---===Pez Said===--- OK!
