AOL Axis & Allies Club >From The Bunker 2/23/97 Hail Club! First my apologies for the delay in sending out this months Bunker. As usual we have a *lot* of information for everyone this month including what lies behind the mystery of what we call the "club government", the annual AMERICON update, and more! On, on, on! >From the cluttered desk of the SGM It was a busy month for your club government, and I'd like to thank the rest of the men and women who serve with me for their hard work, professionalism and steadfast dedication. It would not be possible without ya! Now on to business: Your club government had before it the task of creating a club government charter, something that was not necessary before now. In the past the SGM ruled as a benevolent dictator and that was that. Our club government has become more complex, with more and more people having a say in what happens in each area of the operation. We also needed to legitimize the club government's ability to veto any SGM action that the majority of the government felt was not in the best interest of the club. Simple in concept, difficult in legislating. We worked for months on it, and I know we have come up with a great system that guarantees the continued smooth running of the club. Much of the government charter reflects what the club government already does, and what different duties and selection processes have evolved into due to necessity. You will see we discarded the "appeals court" since it never functioned as intended, and replaced it with a much more powerful "Vote of Confidence" which allows any member of the club government to bring an SGM policy to vote. We also had to create a more businesslike type of hierarchy so we can deal on a day to day basis with the forces that influence our club (AOL, companies, etc..) The names have changed, the hierarchy has been expanded, but in essence, it only reflects what the club government has evolved into, and how it functions at its most efficient level. The DSGM position's power has been expanded to a more supervisory role, with greater influence. Due to necessity shown in the recent past, we had to include a spelled out disciplinary program. Without further ado, here is the charter passed by the club government. AOL Axis & Allies Club Government Charter 1.0 I. Introduction i. AOL Axis & Allies Club officials will be selected or elected to positions in the club with well defined responsiblities and privileges. By accepting the nomination, they agree to perform such duties to the best of their abilities until such time as a new member is voted into their position or they give a formal resignation to the Club President and Club Vice-President. ii. Club government offices will fall into three categories: Executive, House of Lords, and House of Commons. iia. The Executive Offices include the Club President and Club Vice President. The Executive Offices are responsible for overall club policy and management of the members assigned as club officials. Upon vacancy, the Club President will be replaced according to the club hierarchy as defined in section II. However, any Club President holding the office for 2 consecutive years must call for a club general election for the Club President position. Due to the special skills, knowledge and dedication required, only club members that have successfully held any position in the club government for more than six (6) months will be eligible candidates to run against the sitting President for the position. Vacancies of the Club Vice President will be appointed by the Club President, taking into full account and consideration the hierarchy of the House of Lords. iib. The House of Lords will consist of outstanding members of the club selected to manage essential programs within the club. There will be no term limit for any active Minister in the House of Lords. Vacant positions and inactive or missing Ministers will be replaced by the Executive Office with the assistance of sitting Ministers of the House of Lords, taking into full account and consideration the hierarchy of the House of Commons. iic. The House of Commons will consist of AOL Axis & Allies Club members elected to specific positions within the House on a semi-annual basis. Elections will begin on January 15th and July 15th of each year, with the results being counted and published on the first day of the following month. All club members in good standing may vote or run for the House of Commons' Chanceries. Vacant positions and inactive or missing Chancellors will be replaced by special election called by the Club Vice President. iii. Advisors and Administrators at Arms will be club members selected as assistants to the club government as required. Advisors at Arms will have specific duties of a permanent nature and will be assigned by the Club President. Administrators at Arms will fulfill less defined rolls as assistants to specific club government positions and will be assigned by the Club Vice-President. Advisors and Administrators at Arms will have no vote on official club government decisions unless it is determined that the specific vote directly affects their duties or area of responsibility by the Club President. II. Club Government Hierarchy i. The club government hierarchy will be headed by the Club President, followed by the Club Vice President. After the Executive Offices, the Ministers of the House of Lords will be ranked according to their total time in office and will precede the House of Commons. The House of Commons will be ranked according to office, beginning with the Chancellor of Law, and ending with the Chancellor of Propaganda. *CLUB PRESIDENT* *CLUB VICE-PRESIDENT* HOUSE OF LORDS HOUSE OF COMMONS *Minister of War* Chancellor of Law *Minister of Recruiting* Chancellor of Engineering *Minister of Precedence* Chancellor of the Assembly *Minister of Tourneys* Chancellor of the Internet *Minister of Archives* Chancellor of Propaganda Advisors at Arms: Administrators at Arms: Knight Errant (to be determined) III. Positional Responsibilities: i. *CLUB PRESIDENT* 1. Ultimately responsible for rules clarifications, club policy and general smooth play of the games. 2. Determines who shall be the Club Vice-President. 3. Determines, with the assistance of the Vice-President, who shall sit in the House of Lords. 4. Primary liaison to all America Online officials. 5. Monitors the performance of all duties assigned to the House of Lords. 6. Manages all club votes with the assistance of the Chancellor of Law. 7. Assigns all Advisors at Arms. 8. Monitors the Club Standards of Conduct, and issues Letters of Reprimand, Club Suspensions, and Club Expulsions. ii. *CLUB VICE-PRESIDENT* 1. Assumes the duties and responsibilities of the Club President in his absence. 2. Alternate liaison to all America Online officials 3. Monitors the performance of all duties and programs assigned to the House of Commons. 4. Responsible for running special programs and policies as directed by the Club President. 5. Assigns all Administrators at Arms. 6. Manages all "Votes of Confidence". iii. *Minister of War* 1. Maintains the game assignment history w/ club statistician. 2. Maintains the GM pool. 3. Assigns game numbers and GM's for all club games. iv. *Minister of Recruiting* 1. Responds to all questions from potential club members. 2. Sends club information to potential members. 3. Administers club screening process. (Questionaire and Final Hurdle) 4. Forwards players ready for games to the Minister of War. 5. Maintains the New Player Board in the club area. 6. Maintains club internet waiting list by date applied. 7. Manages the AOL/Internet Club ratio v. *Minister of Precedence* 1. Compiles the ranks of all active club members and publishes ranking list (AACRS) at least once a month. 2. Twice a year resets the club records and removes inactive players from the club roster. vi. *Minister of Tourneys* 1. Advertises and coordinates all club and AOL sanctioned tournaments. 2. Monitors ongoing tournament games and ensures smooth play. 3. Publishes results of the tournaments. vii. *Minister of Archives* 1. Maintain all relative statistics for club games. 2. Actively manages the club roster to ensure it is updated and distributed to the Club Government once a week. viii. Chancellor of Law 1. Answer all questions regarding the Milton Bradley and AOL A&A Club rules. 2. Assist the Club President and Club Vice-President in updating the club rules as required. 3. Official counter of all club votes. ix. Chancellor of Engineering 1. Review club message boards for Terms of Service violations, illegal or questionable posts, or company advertising. 2. Archives completed games and aging posts. 3. Performs board maintenance as required by the Club President, Vice- President or Wargaming Forum Leader. 4. Ensures active games are being posted in the club area. x. Chancellor of the Assembly 1. Liaision with OGF/Wargaming Forum Conference Coordinator for room availability. 2. Advertise club conferences. 3. Attend and run the club conference. 4. Helps plan and promote live club conventions. xi. Chancellor of the Internet 1. Maintains club internet homepage. 2. Assists New Player Representative with internet waiting list. 3. Research prospective internet links to the club homepage as required. 4. Coordinates with other club officials to ensure continuity between AOL and internet efforts. xii. Chancellor of Propaganda 1. Advertises the club in various area message boards. 2. Send mailings to AOL members whose profiles show an interest in wargaming. 3. Browse message boards throughout the Online Gaming Forum for potential players. 4. Manages the club player pool. xiii. Knight Errant 1. Responsible for research, promotion and production of the secondary, less officially or statistically oriented monthly newsletter, The Havoceur. 2. Responsible for the construction and maintenance of the A&A Hall of Fame. 3. Available to perform other acts of chivalry, bravery, or other errantry upon the Club President's direction. Administrators at Arms: * Assistants to the club government as needed. IV. Disciplinary Actions On occasion it will be necessary to apply disciplinary measures to a club member to enforce the Standards of Conduct. The Club President will administer all disciplinary measures within the club ensuring the Club Vice- President is informed of all actions taken. The following authorized actions are defined: i. Letter of Reprimand A Letter of Reprimand is private correspondence between the Club President and a club member that is violating the Standards of Conduct, but is not knowingly disrupting the club or club government. The corresondence will detail the stated violation of the Standards of Conduct and specify corrective actions required by the Club President. The purpose of a Letter of Reprimand is to correct a deficiency in gamesmanship without causing undue embarrassment or perception of persecution. The Letter of Reprimand will remain on record for one calendar year. Only the Club Vice President will receive a copy of this correspondence. There is no appeal to a Letter or Reprimand. ii. Club Suspension A Club Suspension is a disciplinary action designed to correct continued violations of the Standards of Conduct, usually after a Letter of Reprimand has been issued and was not effective. It will also be issued for any player using dishonest methods in playing or GMing games. Club Suspensions will be for a minimum of one (1) month, and a maximum of three (3) months. Club Suspensions will be sent to the club government, and club members affected by the suspension. The effects of a Club Suspension are as follows: 1. Member forfeits all games currently involved in. 2. Member may not start, or advertise in club areas a new game until suspension ends. 3. Member may not GM, nor receive any compensation for games GM'd until suspension ends. 4. Member may not run for elected office or vote in club elections until suspension ends. 5. Members adjusted record will remain active until such time the suspension ends. iii. Club Expulsion A Club Expulsion is the ultimate disciplinary action available to the Club President. This measure will only be enacted if a member has failed to correct violations of the Standards of Conduct after receiving a Club Suspension, or if a member's actions are found to be planned, malicious attempts to disrupt the club or club functions. Club Expulsions will be sent to the entire club membership. The effects of a Club Expulsion are as follows: 1. Member forfeits all games currently involved in. 2. Member may not participate as a player or GM in any game or club function, permanently. 3. Member may not run for elected office or vote in club elections, permanently. 4. Member's adjusted record will be purged from the club archives. 5. Member may not post on club message boards, permanently. iv. Appeals and Votes of Confidence Any member that receives a Club Suspension or Club Expulsion may ask for an appeal by writing to the Club Vice President with a copy going to the Club President. In addition, if any club government official feels that a club suspension or club expulsion was unjust, and finds a second club government official to second the motion, a vote of confidence will be called. Appeals and votes of confidence will both be handled as detailed in paragraph (V.). V. Vote of Confidence If a situation arrises when the policies, rulings, or disciplinary action of the Executive Office are seemingly not in the interest of the club, any member of the House of Lords, House of Commons or the Vice President may move for a vote of confidence. If this move for a vote receives a second from any member of the House of Lords, House of Commons or the Vice President, a vote of confidence will be called. All members of both houses and the Vice President will vote on the issue. If a sitting member of the governent does not vote, that vote will be considered to be a vote of confidence for the ruling/policy of the Club President. If the vote attains 45% of the sitting government, the vote of confidence passes and the Club President's policy or ruling stands. If the vote does not attain 45%, the President's policy or decision is overruled and will not be implemented. The call for a vote of confidence must include both sides of the issue, written by the Club President and the government official calling the vote. The vote must be completed within two weeks. Advisors and Administrators will not participate in this action. It is attended by most of the online gaming companies and clubs. Events include live chats, live games, prizes, and many, many other samplings of the types of gaming available online. As the premiere gaming club on AOL, the Axis & Allies club will be a major participant at the convention. ANNULMENTS By mutual agreement players can annul a game. Annulled games are not "draws" and have no affect on AACRS standings. If both players agree to annul a game they must notify their GM. The GM should CC the Vice President of the annulment as well as forwarding the results to the usual parties. As with forfeits, players who continually annul games may be eliminated from the club. Simply e-mail Todd with your opponent's name and he will assign you a GM and a game number. If you want to play a live game, both players should send in the request along with their bids to Todd. Todd also handles all matters pertaining to GM's. If you wish to be added to the GM pool or if you are already in the GM pool and want to raise or lower the number of games that you are willing to GM, send a message to Todd. I've got a special rules clarification for you this fine day. So special it's been special delivered! "Let's do it," he says grinning wickedly. ~~~~~~~~~~ As you may remember, I've turned my attention towards updating the GM's Handbook. First on my list was to clarify those error correction rules we had. Well I sent out my clarification and suddenly found myself alight in a fire storm of email. Two primary points were brought to my attention. Point One -- Hey dude! A sneaky player could really abuse this rule. Simply insert a 'little typo' into every attacking turn and you get to bail out of any bad set of die rolls you like: What do you mean that solitary transport took out my three ftrs? "Oops! Typo in Eastern Europe. Think I'll just re-send this whole turn." Clearly this will not do. Today's rewrite precludes such abuse. Point Two -- Hey dude! Why should I lose out on good GM die rolls just because the GM made an error. In round 1 of this battle my 6 attacking inf got 5! hits and now you're saying that because the GM misrolled round 4 I have to lose that first round of combat? It ain't fair I tell ya. It just ain't fair! Well folks, though discussion continues on the point, for the time being there will be no change here. Whyyyyyyyy? you ask. Well I'm gonna tell ya. First -- It's simply easier to write a rule saying "reroll the entire battle." It avoids a mass of complications trying to explain how to do "surgical corrections" or the difficulties associated with trying to get clear on exactly what point the rerolls must begin. Until a clear "reroll from the point of error" rule comes along (I'm not holding my breath, but, hey, you just never know) we'll be sticking with the current rule. Second -- Ya just gotta get over that sense of entitlement. No matter what, some rolls are gonna be lost. You are no more entitled to the rolls before the error than you are to the rolls after the error. If any part of a battle is illegal -- the entire battle is illegal. ~~~~~~~~~~ TURN ERROR CORRECTION: 1. Game Master Errors: To facilitate double checking of turn results, GMs are expected to list *all* die rolls. If a GMing error is discovered the GM is expected to reroll the affected results. Accordingly, if a battle is misrolled at any point, the GM will reroll that *entire* battle in question (though not the entire turn). Weapons Development rolls are to be treated in a similar manner. 2. Player Errors: Illegal Combats -- If a player attempts an illegal battle (incorrectly lists the units involved, brings in unavailable units, etc.) then the battle must be rerolled using the correct units. Any units now "left out of the battle" simply stay where they are. ***Exception*** If the origin of the error can traced to either the GM or the defending player then the attacking player may choose to have the battle in question rerolled or resend a completely new turn. Illegal Non-Combats -- If a player attempts an illegal non-combat any units involved in the attempted non-combat simply stay where they are. ***Exception*** If the origin of the error can be traced to either the GM or the defending player then the attacking player may choose to either resend entirely new non- combat orders or resend a completely new turn. Note, unexpected defending sub withdrawals are not eligible for this exception. Illegal Weapons Development Purchases -- if a player attempts an illegal weapons development purchase (say there isn't that much money available) the current weapons development attempt must be rerolled using the correct number of dice. ~~~~~~~~~~ And there you have it. Why are those exceptions in there you ask? It's pretty simple really. It prevents defending players from abusing the rules in a way similar to those convenient attacker "typos" discussed earlier. If, say, a defender mislists his units in the last update and the attacker builds a turn on that bad listing, you really shouldn't require an attacker to suffer with the surprising results now should you.
