The Essentials of Industrial Complexes
Industrial complexes (ICs) are the units which allow the various powers in Axis and Allies to
place all other types of units (infantry, fighters, submarines, aa guns, etc.). These pieces
simulate a countries production capacity. All units, with the exception of those placed at the
beginning of the game, must be produced in one of these factories.
Each nation starts out with at least 1 IC, and an unlimited number of additional complexes may
be built in the course of a game (this is different than in the original rules where you are
limited to the number of ICs that come with the game). They cannot move, and are subject to a
special type of attack called Strategic Bombing Raids, conducted by enemy bombers.
CAPITAL LIBERATION:
When a capital is liberated all ally controlled territories belonging to that country return to
the liberated capital's control. Accordingly, allies cannot place units in ICs controlled by
just liberated capitals. A player may not purchase units while his capital is under enemy
control.
Frequently Asked Questions about Industrial Complexes
- Q: Can I build units in a captured Industrial Complex?
A: You may only build units in Industrial Complexes you have under your control at the beginning
of your turn.
- Q: If I capture an original IC (an Industrial Complex which is present at the start of the
game), am I limited to the printed economic value of the territory in terms of the number of
units I can build out of that complex?
A: Yes, you are limited to the number printed on the board unless you are the original owner of
that complex, in which case you may build as many units as your Industrial Production
Certificates allow.
- Q: If I am playing the Axis and bid for an Industrial Complex, is it considered an original
Industrial Complex, and as such not limited to the printed economic value of the territory it is
located within?
A: No, 'bid' Industrial Complexes are not considered original and consequently are limited to
producing the number of units that the territory they are located in has as its economic value.
- Q: Can I purchase/place new units in an ic that I own if my capital is in enemy hands?
A: No. You must be in possession of your capital and may only purchase or place any new units on
your post liberation turn.
- Q: Is it legal to place new units in a sz cleared during that turn?
A: Yes, you may place new units in a sz that was cleared during combat.
